Due to the shortage of regular postage stamps the Bureau of Posts authorized the use of "PHILIPPINES" Postage Due stamps as regular stamps from 5 to 19 September, 1902. 
SEPTEMBER 5: MANILA to ILOILO First day of use. 
Both covers franked with 1c for Single Local Rate per 1/2 ounce weight. |
